A request to provide records pertaining to the Virginia Sports Park and Training Center at Goochland was requested in December 2025 and June 2026.

The documents indicate numerous concerns with the integrity and impartiality of the CUP process, including:

​

> a memo from the County Attorney to Supervisor Winfree counseled him not to participate in "discussions, negotiations, decisions, or votes relating to that land use application," including during the pre-application phase or preliminary discussions. Subsequent documentation indicates that Mr. Winfree was invited to and attended various development meetings with County Staff, along with being copied on correspondence to/from Staff on his county and personal email accounts.

> multiple emails confirming Planning Commissioner Jess McLaughlin's involvement as a volunteer on VSP's committee for youth engagement, with the most clear indication of this fact coming from an email Mr. Winfree sent to various VSP stakeholders. Mr. McLaughlin resigned from the Planning Commission effective August 22, 2026, after he already participated at the January 15, 2026, and August 20-21, 2026, public hearings of the VSP project. Mr. McLaughlin voted for recommendation to approve and voted against a recommendation to deny. The Planning Commission voted to recommend denial on a 3-1 vote with Planning Commissioner Kowalski absent from the hearing.

> several emails referencing the possibility that VSP could become owned or operated by County Parks & Recreation, including a reference by the County Attorney in her memo, dated February 1, 2024.

> numerous emails indicating extensive involvement by Tom Cocke, Director of Parks and Recreation, with VSP pre-application and application, beginning as early as March 2024. Mr. Cocke's involvement includes, among other things: attending at least three VSP board meetings; spending a day shooting clays at Old Forge Sporting Clays with Mr. Winfree and other VSP stakeholders, with Mr. Winfree offering the day as "my treat"; facilitating endorsements of the VSP project from other entities; and crafting a youth engagement program for VSP's use.

> an email from the County Attorney, dated February 22, 2026, sought an independent investigation regarding a Code of Ethics complaint, alleging "special treatment" of a CUP application due to its president's position as a sitting Board Member.​
